国家出入境检验检疫局公告2001年第2号(公告对进口原木的检疫要求)

近年来,我国出入境检验检疫机构在进口原木中截获大量的林木有害生物,根据我国专家进行的有害生物风险分析,其中多数是检疫性有害生物。为防止林木有害生物随进口原木传入我国,保护我国森林、生态环境及旅游资源,根据《中华人民共和国进出境动植物检疫法》及其实施条例的规定,现对进口原木的检疫要求公告如下:
一、进口原木须附有输出国家或地区官方检疫部门出具的植物检疫证书,证明不带有中国关注的检疫性有害生物或双边植物检疫协定中规定的有害生物和土壤。
二、进口原木带有树皮的,应当在输出国家或地区进行有效的除害处理,并在植物检疫证书中注明除害处理方法、使用药剂、剂量、处理时间和温度;进口原木不带树皮的,应在植物检疫证书中作出声明。
三、进口原木未附有植物检疫证书的,以及带有树皮但未进行除害处理的,不准入境。出入境检验检疫机构对进口原木进行检疫,发现检疫性有害生物的,监督进口商进行除害处理,处理费用由进口商承担。无法作除害处理的,作退运处理。
四、进口商应将上述检疫要求列入贸易合同中。
五、各入境口岸海关要加强对进口原木的监管力度,对经检疫合格的原木,凭出入境检验检疫机构签发的“入境货物通关单”办理手续。
六、本公告自2001年7月1日起施行。

NOTICE No. 2/ 2001

In the past several years, China Inspection and Quarantine authorities (hereinafter referred to as CIQ) have intercepted great amount of forest pests from imported logs. Chinese experts have found through pest risk analysis that most of them are quarantine pests. In order to prevent forest pests associated with imported logs from introducing into China, and to protect forests, ecological environments, and tourist resources, the following quarantine requirements for imported logs are announced in accordance with the Law of the People’s Republic of China on Entry and Exit Animal and Plant Quarantine and its regulations for implementation.
I. Imported logs must bear a Phytosanitary Certificate issued by official quarantine authorities of exporting country or region. The certificate should prove that the logs are free from soil, and quarantine pests of concern to China or pests specified in bilateral plant quarantine agreement.
II. Imported logs with bark should have gone through effective quarantine treatment in the exporting country or region, and the Phytosanitary Certificate should indicate the method, chemical and dosage, duration and temperature of the treatment. Imported logs free of bark should be declared in the Phytosanitary Certificate.
III. Imported logs without Phytosanitary Certificate, or imported logs with bark that have not gone through quarantine treatment shall not be allowed to enter China. CIQ will inspect imported logs, and if quarantine pests are found, quarantine treatment must be conducted by the importer under the supervision of CIQ, with the cost of treatment being borne by the importer. If the treatment could not be conducted, the logs shall be returned.
IV. Whoever imports logs should specify the above mentioned quarantine requirements in the trade contract.
V. Customs authorities at each entry port should strengthen the supervision on imported logs, and go through the formalities on the strength of “the Notice for Customs of Entry Cargo” issued by CIQ.
VI. The Notice will come into force as of July 1st,
