（关于进口老挝新鲜豆类检验检疫要求的公告）

根据我国相关法律法规和《中华人民共和国海关总署与老挝人民民主共和国农林部关于老挝新鲜豆类输华检验检疫要求议定书》规定，允许自本公告发布之日起生产的、符合检验检疫要求的老挝新鲜毛豆、菜豆和豇豆等新鲜豆类进口。现将进口老挝新鲜豆类检验检疫要求予以公布（详见附件）。

附件

进口老挝新鲜豆类检验检疫要求

一、检验检疫依据

（一）《中华人民共和国进出境动植物检疫法》《中华人民共和国进出境动植物检疫法实施条例》《中华人民共和国食品安全法》《中华人民共和国食品安全法实施条例》《中华人民共和国进出口商品检验法》《中华人民共和国进出口商品检验法实施条例》。

（二）《进出口食品安全管理办法》。

（三）《中华人民共和国海关总署与老挝人民民主共和国农林部关于老挝新鲜豆类输华检验检疫要求议定书》。

二、允许进口产品

老挝输华新鲜豆类是指在老挝境内种植和加工的供人类食用的饱满且未成熟的新鲜连荚的毛豆【Glycine max ( L. ) Merr】、新鲜菜豆（Phaseolus vulgaris Linn）和新鲜豇豆【Vigna unguiculata (L.) Walp】。

三、生产企业要求

老挝输华新鲜豆类生产企业有责任确保其输华新鲜豆类符合中国食品安全和植物检疫相关法律法规以及中国食品安全国家标准。

老挝输华新鲜豆类生产、加工、存放单位均须经老挝官方检查、推荐并担保，经中方注册。

四、植物检疫要求

（一）老挝输华新鲜豆类应符合中国的植物检疫法律法规。

（二）老挝输华鲜毛豆不得带有下列检疫性有害生物：螺旋粉虱Aleurodicus dispersus、木薯绵粉蚧Phenacoccus manihoti、大洋臀纹粉蚧Planococcus minor、刺蒺藜草Cenchrus echinatus、飞机草Eupatorium odoratum L.、薇甘菊Mikania micrantha Kunth。

（三）老挝输华鲜菜豆不得带有下列检疫性有害生物：螺旋粉虱Aleurodicus dispersus、瓜实蝇Bactrocera cucurbitae、南瓜实蝇Bactrocera tau、蚕豆象Bruchus rufimanus、扶桑绵粉蚧Phenacoccus solenopsis、大洋臀纹粉蚧Planococcus minor、薇甘菊Mikania micrantha Kunth。

（四）老挝输华鲜豇豆不得带有下列检疫性有害生物：螺旋粉虱Aleurodicus dispersus、瓜实蝇Bactrocera cucurbitae、新菠萝灰粉蚧Dysmicoccus neobrevipes、扶桑绵粉蚧Phenacoccus solenopsis、薇甘菊Mikania micrantha Kunth。

（五）老挝输华新鲜豆类必须在老挝进行采摘、挑拣等加工程序，剔除茎秆、叶片，不得带有活虫、虫卵、土壤，不得混有杂草种子、植物残体和砂砾等杂质。

（六）老挝输华新鲜豆类装运前，装运工具要进行彻底的检查，防止有害生物混入。

五、植物检疫证书要求

老挝官方应对每批符合议定书要求的输华新鲜豆类出具植物检疫证书，并在附加声明栏中注明以下内容：

（一）老挝输华鲜毛豆植物检疫证书附加声明栏中注明：“该植物检疫证书所证明的鲜毛豆由XXX（具体生产企业）生产，符合中老双方于2021年4月12日在北京和万象签署的关于老挝新鲜豆类输华检验检疫要求议定书的规定，不带有螺旋粉虱Aleurodicus dispersus、木薯绵粉蚧Phenacoccus manihoti、大洋臀纹粉蚧Planococcus minor、刺蒺藜草Cenchrus echinatus、飞机草Eupatorium odoratum L.、薇甘菊Mikania micrantha Kunth等中方关注的检疫性有害生物。”(“This fresh vegetable soybean covered by this Phytosanitary Certificate was produced by the name of production, processing and storage establishment, comply with the requirements of Protocol between China and Laos on Inspection and Quarantine Requirements for the Export of Fresh Beans from Laos to China, signed on April 12, 2021 in Beijing and Vientiane, is free of the following quarantine pests of concern to China: Aleurodicus dispersus, Phenacoccus manihoti, Planococcus minor, Cenchrus echinatus, Eupatorium odoratum L., and Mikania micrantha Kunth”.)

（二）老挝输华鲜菜豆植物检疫证书附加声明栏中注明：“该植物检疫证书所证明的鲜菜豆由XXX（具体生产企业）生产，符合中老双方于2021年4月12日在北京和万象签署的关于老挝新鲜豆类输华检验检疫要求议定书的规定，不带有螺旋粉虱Aleurodicus dispersus、瓜实蝇Bactrocera cucurbitae、南瓜实蝇Bactrocera tau、蚕豆象Bruchus rufimanus、扶桑绵粉蚧Phenacoccus solenopsis、大洋臀纹粉蚧Planococcus minor、薇甘菊Mikania micrantha Kunth等中方关注的检疫性有害生物。”(“The fresh kidney bean covered by this Phytosanitary Certificate was produced by the name of production, processing and storage establishment, comply with the requirements of Protocol between China and Laos on Inspection and Quarantine Requirements for the Export of Fresh Beans from Laos to China, signed on April 12, 2021 in Beijing and Vientiane,  is free of the following quarantine pests of concern to China: Aleurodicus dispersus, Bactrocera cucurbitae, Bactrocera tau, Bruchus rufimanus, Phenacoccus solenopsis, Planococcus minor, and Mikania micrantha Kunth”.)

（三）老挝输华鲜豇豆植物检疫证书附加声明栏中注明：“该植物检疫证书所证明的鲜豇豆由XXX（具体生产企业）生产，符合中老双方于2021年4月12日在北京和万象签署的关于老挝新鲜豆类输华检验检疫要求议定书的规定，不带有螺旋粉虱Aleurodicus dispersus、瓜实蝇Bactrocera cucurbitae、新菠萝灰粉蚧Dysmicoccus neobrevipes、扶桑绵粉蚧Phenacoccus solenopsis、薇甘菊Mikania micrantha Kunth等中方关注的检疫性有害生物。”(“The fresh cowpea covered by this Phytosanitary Certificate was produced by the name of production, processing and storage establishment, comply with the requirements of Protocol between China and Laos on Inspection and Quarantine Requirements for the Export of Fresh Beans from Laos to China, signed on April 12, 2021 in Beijing and Vientiane, is free of the following quarantine pests of concern to China: Aleurodicus dispersus, Bactrocera cucurbitae, Dysmicoccus neobrevipes, Phenacoccus solenopsis, and Mikania micrantha Kunth”.)

六、食品安全要求

老挝输华新鲜豆类从包装、贮存到运输的全过程，均应符合中国和老挝的相关安全卫生要求，防止受到致病微生物或有毒有害物质的污染。

七、包装要求

老挝输华新鲜豆类必须用干净、卫生、透气、新的、符合植物检疫要求的材料包装。每一包装上应有明显的“本产品输往中华人民共和国/This product will be exported to the People's Republic of China”字样以及产品的品名、产地、加工单位及其注册号、出口商的名称及地址等中文或英文信息。

八、其他

老挝输华新鲜豆类应来自获得中方注册的生产企业。获得注册的老挝输华新鲜豆类企业名单，可通过海关总署网站查询。
